Ghislaine Maxwell: The DOJ's Case File on Epstein's Chief Recruiter
The Prosecution Memorandum
The most significant document in the Epstein files regarding Ghislaine Maxwell is **EFTA02731082** - a December 19, 2019 DOJ prosecution memorandum titled "Investigation into Potential Co-Conspirators of Jeffrey Epstein."
This memo, addressed to U.S. Attorney Geoffrey S. Berman, details the investigative steps taken after Epstein's July 2019 indictment and specifically names Maxwell as a target for prosecution.
The Recruitment Pattern
The memo describes Maxwell's methods based on victim testimony:
"When [the victim] was about 13 years old... Maxwell and Epstein approached her while she was sitting outside at a picnic table with her friends."
According to the memo, Maxwell would work in tandem with Epstein to identify and groom young girls:
"After that meeting, [the victim] began spending more time with Epstein and Maxwell... Maxwell or an assistant would regularly call [the victim's] house phone to invite [her] to visit with Epstein."
Direct Participation in Abuse
Multiple victim statements in the memo describe Maxwell's direct involvement:
"After a few months of abusing [the victim] on his own, Epstein began abusing [her] with Maxwell present. Eventually, Epstein also had other young girls or women participate in sex acts."
The memo notes that Maxwell "participated in sexual encounters" and was present during abuse at multiple locations including Palm Beach, New York, and New Mexico.
Travel Coordination
The prosecution memo explicitly identifies Maxwell's role in coordinating interstate travel:
"[The victim] recalled that either Groff or Maxwell would arrange her travel."
"Maxwell was present for each of those trips [to New Mexico]. She went more frequently to New York, but Maxwell was not around as often during the New York trips."
This interstate travel formed the basis for federal sex trafficking charges.
Celebrity Connections
One victim statement notes:
"[She] recalled meeting famous friends of Epstein's, including Prince Andrew, but she never had any sexual encounters with any of Epstein's friends."
The Path to Prosecution
The memo concludes that the evidence supported seeking "authorization to charge Maxwell with federal offenses for her role in facilitating the transport of minors for illegal sex acts."
Maxwell was ultimately arrested on July 2, 2020 and convicted on December 29, 2021 on five of six counts, including sex trafficking of a minor.
